They just made up the whole death panel thing in an attempt to scare people who lacked the intelligence to understand the proposal in the first place. Not to mention giving people who didn't want to bother reading it the feeling that they didn't need to because their favorite politician/media personality already told them what it said and of course they wouldn't LIE to their followers.
